Why Latin Americans can end impending wars quickly ? Why the Middle East can not?

Culturally they're pretty similar. Plus the middle east is israel surrounded by enemies trying to fight an "NGO" (non-governmental organization). Colombia, Ecuador and Venezuela are recognized states with recognized borders and they lose out a lot more if violence occurs. Plus do you have any idea how hard it is to move large elements through a jungle? It's ridiculous, if they declared war and sent the troops marching they'd get there sometime next month.
