Can you put video clips inside a picture with Photoshop?

I remember seeing a signature in a forum. It was a still picture, except for this one part, which had a movie clip in it. I was wondering if you could do that with Photoshop CS2 or some other freeware program. If you could, could you show me how, or take me somewhere that would tell me?
