Do people mean what they do when they're drunk?

My boyfriend, our mutual friend and i had a night of drinking. When my bf past out our friend started to grope me and do ual stuff. He even kissed me! I was stopping him from doing so, and it kinda made me wonder if people mean what they do when theyre drunk. Now, this friend of ours says he loves me as a sister. So what do you guys think? Like from time to time he tells me stories about his past girls and what not. Do you think this guy has a thing for me? Its kinda confusing to tell, especially if he's drunk. Does the truth come out?
