You can't make him fall in or out of love. Hali has to really tell Jeff to get lost. Jeff has to really believe he has no chance. Than he has to move on. He obviously likes a challenge . So don't be too available to him. Then maybe he'll become more interested in you. Or you could try his way and try to kiss him and ask him out. Maybe he'll like it more than Hali. Good luck !!
