Should I send condolences?

A few weeks ago, I told a "friend" that I was never talking to him again. This is b/c he had done something that was really disrespectful to me. He called me one morning and asked to go out together that day. But there were some people at his house and he said that he'd call me when they left. He never called me that day, or that week. I thought something was really wrong, but later found out that nothing happened, he just didn't call. He had done other disrespectful things in the past as well. This truly enraged me and I cut off our friendship. Now, I found out last week that he didn't p the bar. He's the only one out of our group of friends who did not p and I know that truly sucks. I don't know whether to send him an email for condolence or just forget about it and just leave him cut off. I feel that he has really taken my kindness for weakness in the past and maybe if I send him something, it would only continue it.
