How to get rid of blasted Pop Ups?

I am running Internet Explorer 7.0 on a Windows XL system. A couple days ago, I began getting these blasted pop ups every time I go on the internet. My pop up blocker is active, I have done a virus scan and have run my adware scanning software as well as another software for getting rid of malicious programs and so on. Still, the pop ups keep coming. Today, I went and reinstalled MICROSOFT Internet Explorer 7 on the computer and the updates. I am STILL getting these stupid pop ups. What can ido to get rid of them so I can get on the internet without being bombarded by these ads every 2 minutes?
